Obverse description Plain white letterpress note enclosed within an ornamental typeset border of interlocking corner rosettes and side vignettes bearing the numeral "2" in circular frames at left and right. The centre carries the title "Kincstári utalvány" above the bold legend "Két pengő forintra," followed by a Hungarian-language acceptance clause and the date Budapest, 1 July 1849. Below the text, the Hungarian coat of arms is printed at centre, flanked by the manuscript series designation at left and a handwritten serial number at right, with two manuscript signatures appearing beneath the printed lines reserved for the Governor and the Finance Minister.

Reverse description The entire reverse is occupied by a dense typeset anti-counterfeiting warning panel enclosed within a guilloche-style ornamental border of repeated foliate units. The penal warning text is set in five successive language registers — Hungarian, German in Fraktur script, Slovak, Croatian, and Romanian in Cyrillic script — each paragraph stating that forgers and imitators of these notes are liable to up to eight years of imprisonment.
