Zagreb's municipal government issued these small-denomination notes in 1942 to address a chronic shortage of fractional currency — a problem that afflicted much of occupied Europe as coin metal was redirected toward the war effort. The Hrvatska državna tiskara had been the principal state printer under the Ustasha-administered Independent State of Croatia since 1941, handling everything from official documents to currency for both the NDH government and subordinate bodies like the city administration.
Widmayer's involvement across both faces is worth noting — municipal scrip of this kind rarely received coherent design attention. The watermarked paper was an unusual security investment for a note whose practical ceiling was covering a streetcar fare.
