Georgia's initial post-Soviet banknote series, introduced after the catastrophic hyperinflation of the early 1990s that had rendered the transitional coupon currency worthless, was designed by the Georgian artist Giorgi Japaridze. The 1995–1999 lari series restored public confidence in a physical currency after years of monetary collapse — a rare case where a new denomination actually circulated widely and was trusted almost immediately upon introduction.

The 1999 date places this note in the second year of the series' full production run. Watermark-only security at this denomination reflected the National Bank's tiered approach, with more sophisticated features reserved for higher values.
