Bulgaria entered World War I on the side of the Central Powers in October 1915, and its banking infrastructure quickly became dependent on German printing capacity. This note was produced at the Reichsdruckerei in Berlin — a direct consequence of that alliance, which gave Bulgaria access to German state printing facilities for the duration of the war.
The "Srebro" designation — meaning silver — was a nominal promise the Bulgarian state had no practical ability to keep by 1916, as specie payments had been suspended. The word remained on the note regardless.
