There is no central bank, monetary authority, or recognized jurisdiction called the Silver Reserve of the Moon. This is a novelty or fantasy item — almost certainly one of the polymer "souvenir notes" produced by Note Printing Australia, which has printed similar pieces for private clients and commemorative markets. NPA's involvement lends it genuine production quality, but that does not make it currency in any meaningful sense.
Collect it as a curiosity. The signature of a "Managing Director" rather than a governor or treasurer is the tell.
