Pakistan's shift to aluminium for this denomination in 1966 was driven by the rising cost of bronze — the metal that had served the paisa series since independence. The round format itself was short-lived; Pakistan moved to a scalloped edge on the 2 paisa within a few years, making this three-year type a brief transitional issue rather than a settled design decision.
