Cambodia's Ministère du Tourisme issued these bon touristique notes in the early 1960s as a parallel exchange mechanism — foreign visitors were required or strongly encouraged to convert currency into these vouchers, which could then be spent at approved hotels, restaurants, and state-run shops. The system was common among mid-century socialist-leaning governments seeking to capture hard currency while controlling where tourists spent it.
Sihanouk's government used the scheme during a period of ostentatious tourism promotion, when Angkor Wat was being aggressively marketed to Western and Asian visitors alike. These low-denomination vouchers circulated almost exclusively within that tourist economy and rarely survived in quantity — spent, discarded, or simply worn out in humid conditions that are particularly unkind to Cambodian paper of this period.
