Katundari e Korçës — literally the rural community of Korçë — issued these notes during a period when the Albanian state had no functioning central bank and no reliable national currency in circulation. Local authorities across the country improvised, and Korçë, with its history of relative civic organization and its earlier experience under French administration during the 1916–1920 Autonomous Republic of Korçë, had the institutional memory to attempt something like a local scrip.
The denomination in Skënder — named for Gjergj Kastrioti Skënderbeu — reflects a short-lived attempt to assert a distinctly Albanian monetary identity. The unit never achieved broader adoption.
