THIS IS TO CERTIFY THAT THE ISSUANCE OF THIS Emergency Certificate FOR THE AMOUNT OF TWENTY CENTAVOS HAS BEEN DULY AUTHORIZED BY THE PRESIDENT OF THE PHILIPPINES AND THE PROVINCIAL BOARD OF ILOCOS NORTE AND IS REDEEMABLE AFTER THE WAR.

Reverse description The reverse carries a typewritten text in English invoking the authority of the President of the Commonwealth of the Philippines and the Provincial Board of Ilocos Norte, ordering the issuance of the emergency certificate as legal tender, with reference to redemption from a deposit of P500,000 in the Treasury of the Philippines and a warning that refusal to accept the certificate is punishable by law. The serial number appears at the top centre, with the designation 'FIRST SERIES' below the body text. A manuscript signature of the Governor is affixed below the main text.

By authority of the President of the Commonwealth of the Philippines and the Provincial Board of Ilocos Norte, I hereby order the issuance of this emergency certificate which for all intents and purposes is hereby declared legal tender. This certificate will be redeemed by the Province from its deposit of P500,000 in the Treasury of the Philippines. Refusal to accept this certificate is punishable by law.
