Kuwait's fourth issue series, which includes this note, was introduced following the restoration of the Central Bank's operations after the Iraqi occupation ended in 1991. The printing stock and plates held by De La Rue were unaffected by the occupation, which allowed the new series to be produced without significant delay — an important factor given the urgency of restoring a functional currency after the Iraqis had systematically looted and printed unauthorized quantities of the third series notes.
Pick 28 is one of the less frequently encountered denominations from this issue in top grades, owing to its heavy use in commercial transactions.
