Morocco's 1996 series was the first full redesign issued under Bank Al-Maghrib's modernized statutes following the 1993 banking law reforms, which restructured the central bank's mandate and governance. The 20 Dirham denomination in this series circulated heavily in everyday retail transactions and urban markets, which means worn examples are the rule rather than the exception — high-grade survivors are proportionally scarce despite large original print runs.
Noureddin Omary served as Wali of Bank Al-Maghrib from 1985 until 2003, giving this note's signature pairing a relatively long window of issue across multiple print dates within the series.
