Robert Kalina, an Austrian designer working at the Oesterreichische Nationalbank, won the internal ECB design competition in 1996 — his "Ages and Styles of Europe" concept deliberately used architecturally plausible but geographically fictional bridges and windows to avoid privileging any member state. The decision was politically necessary and has puzzled visitors to every European city who assume the structures must be real.
Multiple national central banks printed their own allocations of the first series under ECB license, which is why printer identifications vary by serial number prefix. Italian-printed notes carry the prefix "S", Greek-printed notes the prefix "Y".
