The Bilet Zdawkowy — literally "change ticket" — was not a banknote in the conventional sense. These small-denomination fractional notes were issued directly by the Polish Ministry of Finance to address a chronic shortage of coin during the currency stabilization period following the 1924 złoty reform, which replaced the catastrophically inflated marka at a ratio of 1,800,000 to one.
Printed domestically in Warsaw rather than abroad, as many earlier Polish issues had been, the 1924 fractional series reflects the restored state's effort to bring monetary production fully in-house. The 20 groszy denomination circulated heavily and survivors in decent shape are genuinely uncommon.
