Neukirchen bei Lambach is a small market town in Upper Austria, and this 20 Heller note is one of the thousands of Notgeld pieces issued by Austrian municipalities during the acute small-change shortage of 1920–1921. The federal government's inability to supply enough low-denomination coin forced local authorities — villages, market towns, even individual businesses — to print their own emergency fractional currency. Schmalwieser's signature as issuing authority reflects the municipal structure typical of Upper Austrian market communes, where the Bürgermeister or a designated official authenticated each series.
