Austrian Notgeld issued by the Marktgemeinde Windhaag bei Perg — a small market commune in Upper Austria — almost certainly dates to the acute small-change shortage that gripped Austria between roughly 1920 and 1921, when hoarding of metal coinage left municipal authorities scrambling to produce local substitutes. Hundreds of communes did the same, and the Jaksch/Pick Notgeld catalogues document the resulting flood of locally printed paper in denominations as small as 10 Heller.

The 20 Heller denomination sits at the lower functional edge of daily transaction value for the period.
