The Republika Srpska Krajina was a self-declared Serb entity in Croatian territory, unrecognized internationally and operating under severe economic blockade from 1991 onward. Fuel was among the most tightly controlled commodities — Yugoslav federal supply lines were cut, and the RSK had no independent refining capacity. Coupon-based rationing of gasoline emerged as a practical administrative response, not a monetary experiment.

These coupons circulated alongside increasingly worthless Yugoslav dinars during a period of hyperinflation that made price-denominated fuel sales functionally meaningless. The coupon effectively decoupled fuel access from currency valuation entirely.
