Issued to mark the centennial of the Al Saud reconquest of Riyadh in 1999 — specifically the 1902 raid in which Ibn Saud retook the Masmak fortress — this commemorative falls within a broader SAMA practice of using the 20 Riyal denomination for celebratory issues rather than producing a dedicated high-value commemorative note. De La Rue's hologram strip was relatively new to Saudi issues at this point, added as circulation security rather than as a prestige feature.

Pick 27 is frequently encountered in uncirculated condition, suggesting distribution was partly ceremonial.
