Maribor's municipal emergency notes of 1919 belong to a brief window when the newly formed Kingdom of Serbs, Croats and Slovenes had not yet established reliable currency circulation in the former Austro-Hungarian territories it absorbed. Local authorities across the region filled the gap themselves. Maribor — only just transferred from Austrian administration and renamed from its German designation of Marburg an der Drau — issued its own small-denomination notgeld to keep local commerce moving.

The Pfeiffer signature almost certainly refers to a municipal finance official rather than a bank signatory, which tells you something about how improvised the whole arrangement was.
