Vietnam's shift to nickel-plated steel coinage in the early 2000s was driven by chronic underproduction relative to a rapidly monetizing rural economy — the State Bank had struggled for years to maintain adequate coin supply for small transactions in provinces where banking infrastructure remained thin. The 200 đồng denomination sat at an awkward value point: too small for urban commerce but still necessary in rural markets.
