Paraguay's Banco del Estado del Paraguay was itself a short-lived institution, operating in the difficult years following the catastrophic War of the Triple Alliance, which had reduced the country's male population by estimates ranging from 60 to 90 percent. The national economy was barely functional, and paper currency issues of the 1890s were as much about asserting institutional continuity as managing any real monetary supply.
Giesecke & Devrient's Leipzig plant had by 1894 become one of the dominant security printers in continental Europe, handling commissions from governments that lacked domestic printing infrastructure — Paraguay being an extreme case. The 200 Pesos Fuertes denomination sits at the high end of this series, which makes surviving circulated examples relatively uncommon given how little hard commerce was actually conducted in notes of this value.
