Torroella de Fluvià is a village in the Alt Empordà comarca of Girona with a population that barely exceeded a few hundred during the 1930s. That a municipal council of this size issued its own fractional currency is not unusual for Catalonia — the Republican government's failure to maintain adequate small-change supplies during the Civil War forced hundreds of municipalities, down to the most obscure, to print their own emergency notes. The Generalitat eventually tried to regularize the situation in 1937, but local issues kept appearing regardless.
