The Bulgarian Foreign Trade Bank — Bulgarska Vanshnotoргoвска Banka — held a state monopoly on foreign-currency transactions throughout the communist period, making it the sole institution authorized to issue instruments like this cheque for use by outbound travelers. These leva-denominated travelers cheques circulated in a peculiar liminal space: nominally convertible, but only within the tightly controlled framework of the Balkan tourist economy, where hard currency was jealously rationed and leva had no real exchange rate outside socialist bloc agreements.

Whether this was redeemable at Balkantourist counters or through the Corecom hard-currency shop network depends on the specific issue date, and documentation on the full series remains sparse.
