The Comité Bancario de Guatemala was not a central bank but a coordinating body formed by the private banks operating under Guatemala's 1874 banking law, which permitted multiple institutions to issue currency simultaneously. This note reflects that plural system — the Comité functioned as a clearinghouse for interbank obligations rather than a sovereign issuer, giving the series an unusual quasi-commercial character rare in Central American paper money of the period.

ABNC produced the plates in New York, which was standard practice for Guatemalan private bank paper at the time. The 1899 date places this at the tail end of that system, shortly before consolidation pressures began reshaping the country's banking framework in the early twentieth century.
