Issued as part of the United Nations Food and Agriculture Organization coin program, which Myanmar participated in sporadically through the late Cold War period. The FAO series globally produced coins of wildly uneven quality and distribution — some became genuine circulating issues, others were struck almost entirely for collector sets and never saw a market stall.
By 1991, Myanmar remained under the military government SLORC, which had seized power after violently suppressing the 1988 pro-democracy uprising. The copper-plated steel composition replaced earlier aluminum and brass versions, a shift driven by raw material costs rather than any design consideration.
