The Caisse Patriotique de Lyon operated during one of the most violent episodes of the Revolution: Lyon had defied the National Convention and was besieged, then systematically punished after its fall in October 1793 — the city was briefly renamed "Commune-Affranchie" and its monuments ordered demolished. Local emergency issuers like this one were functioning in the months immediately before or during that catastrophe, filling a void left by the near-total collapse of commercial life under siege conditions.

Assignat denominations rarely descended to the sous level from national issuers, which is precisely why municipal caisse notes at this fractional value existed at all.
