Issued as part of the UN Decade for Women (1976–1985), this Mongolian piece was struck during a period when the Soviet-aligned Mongolian People's Republic used commemorative coinage almost exclusively as a hard currency export, generating foreign exchange rather than serving any domestic circulation purpose. Mongolian tögrög commemoratives of this era were produced at the Leningrad Mint and sold through Vneshtorgbank, the Soviet foreign trade bank, to Western collectors and numismatic agencies.
