These pieces are produced for the collectibles market under nominal licensing arrangements, a practice that proliferated sharply in the 2000s and 2010s among private minting operations targeting thematic collectors. The underlying subject, Pyotr Velikiy, is genuine enough: the Kirov-class battlecruiser commissioned in 1998 and the largest nuclear-powered surface combatant currently in active service with any navy.
