There is no such thing as a 3 Dollar bill in the United States monetary system, and Hillary Clinton has never appeared on any official U.S. currency. This is a novelty or fantasy note — a privately produced item with no legal tender status, issued outside any federal authority. The format mimics official Federal Reserve Note aesthetics closely enough that these pieces occasionally surface in estate collections mislabeled as genuine currency.
Designer credit to A. Ross is consistent with several late-1990s novelty press runs that circulated through gift shops and political memorabilia dealers during the Clinton administration years.
