Four numbered clauses on each side detail validity, extension procedures, interest-free status until 1 January 1942, and acceptance as legal tender equivalent to Soviet ruble notes. Extension signature lines for the cashier (Kassierer / Laekur) are provided for November, December 1941 and January 1942, accompanied by a circular factory stamp impression in violet ink. |

Port-Kunda, on Estonia's northern coast, was occupied by German forces in August 1941 following the Wehrmacht's rapid advance through the Baltic states. This note was issued by the cement factory at Port-Kunda as an internal scrip — a necessity when official currency supply collapsed or became administratively chaotic during the transition from Soviet to German occupation. Factory scrip of this kind filled gaps that neither occupying authority was prepared to address immediately.
Estonian cement factory emergency notes from 1941 are among the rarest locally issued occupation-period pieces. The Port-Kunda facility itself had been nationalized under Soviet rule in 1940, making the provenance of any issuing authority during 1941 genuinely ambiguous.
