IDAC was a private entity, not a state central bank, which puts this piece in a legally ambiguous category — neither a recognized national currency nor a straightforward medal. The "3 Africa" denomination and the CFA framing were marketing constructs designed to suggest monetary legitimacy in the franc zone without any authorization from the Banque des États de l'Afrique Centrale.
