The extraordinary turnover of ministerial signatories across this series — thirteen distinct signature combinations in eleven years — reflects the political instability and frequent cabinet reshuffles across the eight BCEAO member states during the 1990s. Charles Konan Banny's signature, as BCEAO Governor, anchors most of the run from 1994 onward; the left-hand signature changed nine times in that same span. Alassane Ouattara appears here in his capacity as BCEAO Governor before his tenure as Prime Minister of Côte d'Ivoire, a transition that would define his political career for decades.
The 1994 CFA franc devaluation — a 50% reduction against the French franc — falls mid-series, making the notes from that year onward nominally worth half their predecessors in real terms.
