Afghanistan's Ministry of Finance issued notes directly — bypassing a central bank — during a period when Da Afghanistan Bank either did not yet function in the modern sense or lacked the institutional standing to do so. The Pick 16B sits within a short-lived series of small-denomination treasury notes that circulated alongside coins in a country where metallic currency dominated daily transactions and paper remained distrusted by much of the rural population.
Cotton substrate was a deliberate choice for durability in harsh handling conditions, though low-denomination notes of this type rarely survived extended circulation intact.
