Bolivia's hyperinflationary crisis of the mid-1980s was among the worst in South American history — annual inflation peaked above 20,000 percent in 1985. The government's response was the 1987 monetary reform, which introduced the boliviano at a rate of one million to one against the old peso boliviano. Rather than printing an entirely new suite of notes immediately, the Banco Central overprinted existing peso boliviano stock with the new denomination and currency name, producing transitional issues like this one.
The underlying P#192A was a peso boliviano note repurposed wholesale. The overprint is the entire monetary story here.
