Jugobiro was the Yugoslav state procurement and supply bureau, and these "bon za ishranu radnika" — meal vouchers for workers — were issued as part of the postwar rationing and wage-in-kind system that kept factories running when hard currency was scarce and consumer goods scarcer still. They were never legal tender in the conventional sense, functioning instead as internal scrip redeemable at state-run canteens tied to specific enterprises or districts.

Because they were consumed in use rather than saved, survivors are genuinely uncommon.
