The "Printed: 30.04.1945" field in this catalog record is almost certainly a data error — the Banque Centrale de Tunisie was not established until 1958, and this note belongs to a series introduced in the early 1990s. The Banque de France facility at Chamalières, which printed currency for numerous Francophone African and Mediterranean states throughout that period, is the correct attribution here.
Tunisia's relationship with French security printing persisted well into the post-independence decades, driven by technical dependency rather than politics — domestic intaglio capacity simply did not exist.
