Samoa has been a reliable vehicle for licensed pop-culture bullion since the early 2010s, with the Samoa Tala Act allowing considerable flexibility for foreign minting houses — primarily Bavarian State Mint and various private licensees — to produce legal-tender issues well outside what a sovereign mint would sanction. Posthumous attribution to Elizabeth II was applied across dozens of Pacific-area issues dated 2023 that were already in production or planning at the time of her death in September 2022.
