Samoa has been a reliable vehicle for licensed pop-culture bullion since the early 2010s, with the Samoa Tala Act allowing considerable flexibility for foreign minting houses — primarily Bavarian State Mint and various private licensees — to produce legal-tender issues well outside what a sovereign mint would sanction.
