Niue's early commemorative program in the late 1980s leaned heavily on licensing arrangements with foreign sports figures — a revenue strategy for a Pacific island nation with a population under 2,000 and no meaningful domestic coin demand. Graf was at the absolute peak of her career when this was struck: 1988 had seen her complete the Golden Slam, winning all four Grand Slams plus the Seoul Olympic gold in a single calendar year, a feat no player before or since has matched.
