Palau's 1994 silver five-dollar series was among the first coinages issued by the republic following its independence from U.S. administration under the Compact of Free Association, which took effect on October 1, 1994. The timing was deliberate — these coins were conceived partly as a statement of new national identity and partly as a revenue instrument, since Palau has no meaningful domestic coin circulation and the issues were sold directly to the collector market.
KM#6 is the first in a multi-year marine life protection series that continued well into the 2000s, making this the founding issue of one of the more commercially successful thematic programs in Pacific island numismatics.
