Austria's Second Republic was formally re-established on April 27, 1945, even before fighting had fully ceased in Vienna — Soviet forces were still clearing the city street by street when the provisional government declared itself. The 1995 fiftieth anniversary fell during a politically charged year: Austria had joined the European Union on January 1, and ECU-denominated issues like this one were a deliberate signal of that new alignment, minted for the collector market rather than circulation.
