The Comoro Islands issued this coin while still under French administration, shortly before the archipelago's first steps toward autonomy in 1968. France maintained tight control over the territory's monetary affairs through the Institut d'Émission des Comores, and aluminum alloy coinage of this type was a deliberate cost-cutting measure across French overseas territories — cheap to produce, light to ship.

The 1964 date places it among the earliest issues for the territory under this specific authority, predating independence by over a decade.
