Obverse description A classical allegorical figure personifying Malta stands in right profile at the right, draped in robes and bearing a shield with the Maltese cross. At left, a guilloche vignette incorporates a stylised clock face and a swallow in flight, evoking the Millennium theme. The Bank Ċentrali ta' Malta title appears in the upper margin, with the denomination HAMES LIRI in large intaglio letterforms at centre.

Reverse description The Torri ta' l-Istandard (Flag Tower) of Mdina occupies the central vignette, rendered against a light guilloche underprint in cool blue and grey tones. An excerpt from the Declaration of the Rights of the People of 1802, in Italian, is inscribed at upper left, with the Maltese translation of the source citation below. The date MID-DIKJARAZZJONI TAD-DRITTIJIET 15 TA' ĠUNJU 1802 appears at lower left.
