PDS PTT Saobraćaja Bihać — the Postal and Telecommunications Company of Bihać — issued these emergency notes during the Bosnian War siege of the Bihać pocket, a UN-declared safe area that remained under sustained pressure from 1992 through 1995. Cut off from normal supply lines and the broader Yugoslav monetary system, local enterprises and municipalities across Bosnia resorted to issuing their own scrip to keep basic commerce functioning. PTT entities were logical candidates for this role: they had administrative infrastructure, official standing, and public trust.
These notes are sometimes miscatalogued as postal vouchers rather than emergency currency, a distinction that matters for collectors tracking Bosnian siege-period issues.
