Obverse description The obverse is dominated by bold letterpress typography, with the large roman numeral "V" at left and the denomination "FIVE PESOS" in prominent block letters across the centre. The issuing authority "PHILIPPINE NATIONAL BANK" appears twice — once at the top in smaller type above the legend "EMERGENCY CIRCULATING NOTE OF 1941", and again in larger display type as the paying institution. A serial number appears at lower centre, flanked by the Negros Occidental Currency Committee designation, with the City of Bacolod seal at lower right and three manuscript signature lines for the Prov. Fiscal Member, Acting Manager P.N.B. Bacolod Branch Chairman, and Acting Prov. Auditor Member. The Negros Occidental Currency Committee notes were emergency wartime issues produced after Japanese forces disrupted access to regular Philippine currency. The Bacolod Branch of the Philippine National Bank acted as one of several provincial issuing authorities empowered under emergency arrangements to keep commerce functioning during the Japanese occupation period — a remarkably decentralized response to a collapsing monetary supply chain.

S616 is among the more frequently encountered of the Negros emergency series, though significant variation exists in signatures and serial number ranges. Some examples show evidence of local rubber-stamp validation, which was applied to authenticate notes that might otherwise be refused by suspicious merchants.
