Egypt's Ministry of Finance issued small-denomination treasury notes directly — bypassing the National Bank of Egypt entirely — as a matter of long-standing fiscal tradition rather than crisis response. The 5 Piastres series of this period continued that arrangement through the early years of the Second World War, when Allied forces flooded Egypt with personnel and demand for low-value currency spiked sharply. British military presence in Cairo and the Delta put real pressure on small-note supply throughout the early 1940s.

P#190A is distinguished from the related P#190 by its signature combination — a detail that matters considerably for attribution and is frequently misidentified in collections.
