Bank Melli Iran was established in 1927 as part of Reza Shah's drive to replace the British-controlled Imperial Bank of Persia as the country's note-issuing authority. This 5 Rials note belongs to the earliest series issued under the new national bank — a politically charged transition that stripped a foreign concession-holder of its monopoly for the first time.
The American Bank Note Company contract was a deliberate choice: neither British nor Soviet, consistent with Reza Shah's policy of balancing great-power influence through selective engagement with American firms. ABNC printed the bulk of Bank Melli's early issues through the 1930s.
