Qatar Central Bank replaced the Qatar and Dubai Currency Board in 1973, giving the state full independent monetary control following Dubai's absorption into the UAE. This 1996 issue belongs to the second series produced under the Central Bank's authority — a relatively stable period between the early post-independence notes and the more security-intensive issues that followed the Gulf region's broader currency modernization push in the 2000s.
De La Rue's involvement with Qatari currency dates back to the earliest independent issues. For P#15, the security provision is minimal by later standards — watermark only, with none of the security thread or color-shifting ink that would become routine in subsequent Qatar issues.
