Obverse description Rose-pink letterpress on grey guilloche underprint. The Ashoka Lion Capital appears in vignettes at left and right. The denomination '5 FIVE RUPEES' is set in bold at upper centre, flanked by the Hindi title '12 वर्षीय राष्ट्रीय रक्षा पत्र' and the English title 'TWELVE YEAR NATIONAL DEFENCE CERTIFICATE'. The certificate body carries the registration contract text, with spaces for the holder's name, post office, date of issue, and the Postmaster's signature and stamp.

This is to certify that XXXXXXXXXX is registered at the XXXXXXXXX Post Office as the holder of a 12-Year National Defence Certificate, issued in accordance with the terms of the Notification specified on the reverse, and subject to the Application and Declaration of the Purchaser which shall be the basis of this Contract. The Government of India undertake to pay to him, on presentation of this Certificate at the aforesaid Post Office, on or after the XXXXXXXXX Rs. or at any earlier date after the expiry of twelve months the sum not exceeding Rs. specified on the reverse of this Certificate as due on such date.

India issued this certificate — technically a bond instrument, not a banknote — in response to the 1962 Sino-Indian War. The conflict, which ended in a humiliating Chinese ceasefire in November of that year, prompted an emergency public fundraising drive. Citizens were encouraged, and in many cases socially pressured, to purchase these certificates as a patriotic contribution to national defence expenditure.

The twelve-year maturity term meant redemption fell in 1974, by which point India had fought two more wars. India Security Press at Nasik Road handled the entire production run, as it did for most secure government paper of the period.
