The Republika Srpska Krajina was a self-proclaimed Serb entity within Croatian territory that existed outside any internationally recognized banking framework. This voucher — not a banknote in any formal sense — was a stopgap instrument issued when the breakaway administration could neither access Yugoslav federal currency in sufficient quantities nor establish a credible monetary authority of its own. The designation "value voucher" is legally significant: it avoided the constitutional complications of declaring an independent currency while still functioning as a medium of local exchange.
RSK monetary instruments from 1991 are poorly documented in mainstream catalogs. Many circulated in a single municipality and never traveled far.
