Ceylon's wartime currency administration shifted from the Ceylon Currency Board to a new Commissioner of Currency structure during this period, and the signature combinations on P#45 reflect that institutional transition directly — the 1942 issues bear the names of the original board officers, while later dates carry the changing roster of commissioners appointed through the late 1940s.
De La Rue's London presses continued producing these notes even as the war made such arrangements logistically complicated. Watermark security was retained throughout the run despite wartime paper supply pressures that forced simplifications on comparable colonial issues elsewhere.
