Kuwait hosted the 5th Islamic Summit Conference in January 1987, a meeting overshadowed by the ongoing Iran-Iraq War and its destabilizing effect on Gulf states — Kuwait itself was actively funding Iraq and would soon face Iranian-sponsored attacks on its shipping. The commemorative issue was part of a short series of gold dinars the Central Bank produced for major diplomatic events, struck in 22-karat gold at extremely low mintages intended entirely for presentation and collector purposes rather than any circulation role.
The .9167 fineness places this squarely in the 22-karat standard used across most Kuwaiti gold commemorative issues of the period.
